Is there a way to set up a spy camera in your car,and view it from an ipod touch?

I am looking to hook up a spy camera to my car,and was wandering if there was any that can be made viewable on an ipod touch4,and if so does both the camera and the ipod have to be in a wifi area?

Yes to the wifi and you can but the only app I know of that does that cost $900 and it only works with curtain cameras.
