A Century of Sovereign Ratings $135.98 The current financial difficulties experienced by Greece in 2010 serves as a reminder that countries (i.e., sovereigns) may default on their debt, a fact often neglected by both academics and investors. Many observers considered the 2008-2009 financial turmoil was behind us because major advanced countries had adopted stimulus packages to prevent banks from going bankrupt. However, there are rising doubts about the creditworthiness of several developed countries that participated in the bailouts. Chapter 1 presents a global overview of the evolution of sovereign rating activity since 1918, when the first sovereign ratings were assigned by Moody s. Chapter 2 scrutinizes the profile of countries that have borrowed on capital markets since 1918. Risky countries have easier access to international capital markets today than ever before and more than 50% of emerging countries are now rated in investment grade. The next two chapters focus on how ratings are established, addressing the work habits of rating agencies, determinants of sovereign ratings respectively. Chapter 5 examines the creditworthiness of low-income countries, in particular, African and Central American sovereigns. The following chapter provides extensive statistical data for measuring the accuracy of sovereign ratings since 1918 for each rating agency and Chapter 7 compares sovereign ratings during the massive wave of defaults during 1931 1932 and for the Asian crisis of 1997 1998. Chapter 8 analyzes the current economic and financial position of both advanced and emerging countries.
